Mission
Our mission is to establish a friendly and an effective public administration, i.e. friendly towards users who are the reason for the existence of the public administration, and towards civil servants who are the nucleus of the public administration. However, in order to establish a friendly public administration, it will be our common task to increase the efficiency of the exploitation of human, financial and material resources and the know-how within the public administration.
The Slovenian public administration respects the principles of legality and legal safety, political neutrality and professional independence, openness and user orientation, expertise and quality, compatibility, rationality and efficiency.
Our objective is to secure the satisfaction of users and civil servants and to provide for a public administration, which will not only be comparable with public administrations of other EU Member States but will be, as regards an advanced organisation and the satisfaction of users and public finance effects, among the best in the European Union.
Tasks
The Ministry of Public Administration performs tasks in the following fields:
- management of the public administration and personnel,
- salary system in the public sector,
- e-government and administrative processes,
- investments and real estate,
- co-ordination and guidance of administrative units.
Main Objectives During the 2004-2008 Mandate
The main objectives of our ministry during the 2004-2008 mandate are as follows:
- orientation of the public administration towards users, which includes user orientated administrative functioning, the development of e-government and other up-to-date methods of performing services for external and internal users, and the provision of an efficient and competitive servicing of individuals, civil society and, in particular, of the Slovenian economy;
- an efficient civil servant system and an equitable salary system, which includes a modern civil servant system containing all elements of managing human resources, as well a transparent, equitable, comprehensive and, as regards public finances, a sustainable salary system in the public sector;
- a high-quality and efficient functioning of the public administration, which includes the establishment of a quality system in the public administration, efficiency and quality at all levels of the governmental and administrative decision-making with minimum backlogs, and a rational functioning based on a substantive reduction of costs and the number of employees in the civil part of the state administration;
- openness and transparency of the functioning of the entire public administration, which covers an easy, comprehensive and free access to information of public nature, the accessibility to any data on public spending and the provision of the co-operation of the general public in decision-making.
