Government adopted The Programme of Measures for Reduction of Administration Burdens

 

Ministry of Public Administration drafted The Programme of Measures for Reduction of Administration Burdens and The Methodology for Implementation and Supervising of Statement on Reduction of Administrative Burdens and Participation of Interested Publics. Both documents were adopted at the Government session on 10 November 2005. The objective of the Programme and the Methodology is to follow the goal of effective public administration for both citizens and economy. Moreover, the objective is to introduce better regulation during the procedure of decision-making.

 

The Government of the Republic of Slovenia adopted The Programme of Measures for Reduction of Administrative Burdens at the session on 10 November 2005. The measures were previously harmonized with all responsible ministries and also with the Slovene Chambers of Commerce and Craft. All of the measure holders will pay regard to the Programme when preparing normative and other workplans for the 2006-2008 period. Ministry of Public Administration is the responsible body for adjustment and exercise of control over the Programme.

 

The Programme consists of 34 measures, necessary for the realization of each objective for reduction of administration burdens. Each measure holds the comment on the present condition, the essence of the measure along with the goal of improvement, the time limit for the realization and the responsible body or appointed person within the body. If realization demands the alteration of valid regulation, the regulations are stated, too.

 

Among the 34 measures are the reduction of administrative setbacks, extension of the One-Stop-Shop project upon limited companies, reduction of the necessary craft licences, simplification of the permission acquisition procedure for space intervening and alterations regarding rights on parent custody.

The Government also adopted The Methodology for Implementation and Supervising of Statement on Reduction of Administrative Burdens and Participation of Interested Publics. The development of better regulation is the key factor for increase of competetive position and the central Slovene developmental priority that strives for effective and cheaper state. Better regulation represents key factor both in economic growth increase and effectiveness of business environment. It is of the essential importance to effectively plan and analyze the effects of new regulation prior to its preparation. Moreover, thoughtful discussion on objectives and expected effects of the regulation is fundamental.

 

Most of the comparable regulations are based on the two components of legislative procedure:

  • analysis of the decision effects,
  • participation of the interested publics.

 

Ministry decided to follow the two components and formed the Statement on Reduction of Administrative Burdens and Participation of Interested Publics which will serve as a convenient tool for early warning of possible efects of the regulation.

 

The Methodology for Implementation and Supervising of the Statement is designed for preciser definition of initial evaluation on effects of regulation. The initial evaluation is the information for the regulation preparator that will include analysis, possible risks, benefits and costs. It will serve as a indicator how to proceed the regulation preparation.

 

To achieve the highest possible implementation of the regulation, the Ministry will organize course for civil servants working in the field of the regulation preparation.
