Sector for General Affairs
The tasks of the Sector for General Affairs are mainly a support for other sectors.
Sector for Investments
Slovenia's policy on management of investments into premises for the needs of the State administration is minutely shaped and evident from the document Financially assessed strategy of purchases of real property for the needs of the State administration in the period 2004-2007, approved by the Slovenian Government in February 2004; presently, amendments are being prepared to adjust the Strategy to the reorganisation of the State administration. An important instrument for the provision of optimum conditions for the work of the public administration is the document titled Criteria for the arranging for premises for the needs of the State administration.
The main projects currently underway are as follows: renovation of the former military barracks at Roška street, construction of the BO 2/3 Bežigrajski dvor area, renovation of the Gregorčičeva 25a building, urban and architectural design concept for Gregorčičeva 20-25-25a-27-27a City block, office premises for the Government Office for Structural Policies and Regional Development, and provision of premises for the Office for the Confidential Data Protection.
The Investments Sector carries out investments into State administration premises at the local level – ranging from premises of administrative units and branch offices of inspection services to premises of tax administration and geodesic services at 58 locations. The projects currently underway at this secondary level are as follows: renovation and expansion works, with the administrative units Novo mesto, Celje, and Maribor on top of the priority list (according to the plan in the period 2005-2007), and, in compliance with the Strategy, activities directed towards bringing together to single locations State administration bodies in individual administration areas, with Ljubljana, Izola, Brežice, Kranj, Koper, Nova Gorica, Celje, Maribor, Mozirje, Jesenice, Grosuplje, Ilirska Bistrica on top of the priority list.
Within the Investments Sector works the Department for Maintenance whose primary task is regular maintenance and major repair of and investments into the premises of the State administration bodies.
Investment activities are directed mainly towards reducing the extent of renting of premises, further centralisation in the carrying out of major investments of public nature, and the promotion of heading of projects by inter-ministerial project groups.
Sector for the Management of the Real Property Owned by the State
This is a very important area since the tangible property owned by the Republic of Slovenia is of substantial size, both in terms of its physical dimensions and value.
The main tasks regarding the management of this real property in the coming mid-term period include:
- setting up and management of an internal market for State-owned property,
- setting up and keeping of a common records system for real property owned by the Republic of Slovenia,
- participation in the drawing up of the law on the real property management and appropriate implementing acts,
- formulation of draft strategies regarding the State-owned real property management and the concern for their implementation,
- carrying out of expert and other tasks involved in the management of the real property for the Government of Slovenia (centralised evidence of transactions concluded on behalf of the Government of Slovenia by the Government Expert Commission for the management of the State-owned physical assets, in particular real property).
The above activities are aimed towards achieving the following targets and objectives in the area of management and disposition of real property:
- to create conditions for a comprehensive strategic and systematic concern for the State-owned real property at a single point,
- to carry out real property management in compliance with the adopted strategic objectives,
- to achieve sound management, rational use and transparency of transactions regarding State-owned real property,
- to ensure active participation of the State in the real property market in Slovenia, and
- to unify and complete the rules in the area of the State-owned real property management.
The establishment of the Ministry of Public Administration gave the activities in the area of the State-owned real property management a new momentum since the main strategic tasks have been included in the Ministry's programme of work for 2005 while two tasks have been included in the Government's programme of work for the same year.
Sector for the Establishment of the EU's External Border
Strong inter-ministerial co-ordination and full mobilisation of all resources had ensured that all border inspection posts (BIPs), with the exception of Gruškovje, were set up by 1 May 2004. BIPs are those border crossing points where, in addition to police and customs controls, veterinary, phytosanitary and health inspection is carried out. The project of construction of 23 border crossings for the frontier-zone traffic has been successfully carried out as well.
Further plans are as follows:
- completion of the international border crossing Gruškovje and its listing among approved EU's Border Inspection Posts,
- completion of the Dobova railway border crossing,
- completion of works at the Podgorje border crossing,
- stepping up of the activities concerning design and construction of the Starod and Dragonja border crossings which are to be co-financed from Phare funds,
- activities regarding the preparations for the reconstruction and adaptation projects at the Sečovlje, Sočerga, Rigonce, Zavrč, Babno Polje, Petrina, Vinica, Orešje, Bistrica ob Sotli, Imeno, Dobovec, Ormož, Gibina and Petišovci border crossings,
- activities for the construction of six border police stations,
- conducting of procedures aiming towards the acquisition of as much EU sources of funding as possible, in addition to the Phare funds also resources from the Schengen Facility.
Sector for Housing Affairs
Within the field of work of the Directorate for Investments, Real Property and Joint Services fall also expert and administrative-technical support for the Housing Committee which is in charge of 652 housing units. In addition to the above tasks, the Sector for the Housing Affairs carries out financial-analytical tasks regarding the management of hosing units, it coordinates preparation and execution of regular maintenance and major repair works, is in charge of legal aspects of the housing funds and keeps records of housing units and furnishings.
With the aim to ensure higher quality of the above services, a project for IT support for the housing affairs management is currently being developed in which cooperate the Ministry of Public Administration, Ministry of Defence and Ministry of Internal Affairs – the Police.
Sector for Vacation Facilities
The Sector for Vacation Facilities is in charge of the vacation capacities, which were transferred under the management of the Agency for Payments by a Government decision in September 2001. The possibility to use vacation facilities at favourable prices allows the public administration employees to enjoy quality free time which is an important element contributing to their motivation. With the purpose to improve the quality of these activities, the Sector actively participates in the setting-up of the IT support for the management o the vacation facilities. The Sector announces invitations to tender for the vacation facilities rental, prepares basis for the prices calculation, organizes management of the vacation facilities, and carries out financial-analytical tasks relevant for its work. It has a detailed programme for the regular maintenance and major repair of individual vacation facilities units.
Sector for Public Procurement
has the following tasks:
- to manage and launch joint public procurement tenders under Government Decision,
- to launch public tenders on behalf of other public administration bodies on the basis of special authorizations,
- to launch public tenders for the needs of the Ministry, except in the area of the telecommunication and IT infrastructure,
- to prepare model tender documentation,
- to prepare a single plan of procurements and construction works,
- to draft the ordinance on the sales of the tangible property,
- to carry out public auction procedures for the sale of tangible property,
- to participate in the drafting of the legal acts regulating public procurement.
