Modernisation of Public Administration
The public administration and civil servant system in Slovenia has been in place and in compliance with the legislation. The public administration reform, under systemic guidance since 1996, has been focused on upgrading the existing system. The principal aim of the reform processes under way is to improve the functioning of the Slovenian public administration in terms of enhanced professional competence, political neutrality, transparency, effectiveness and user-oriented public services.
The areas under reform in the past years:
- competence and organization of the state administration - reformed legislation on state administration, public agencies, inspection and civil servants; implementing regulations, election legislation,
- removal of administrative barriers - amendments to the General Administrative Procedure Act, standardization of application forms in administrative procedures etc., payments of administrative charges with debit or credit cards,
- quality system in the public administration - Decree on the dealings of the public administration bodies with clients, quality committee, ISO standards, common assessment framework for organizations in the public sector,
- e-Government - modernization of administrative unit operations, uniform homepage of administrative units; - targeted and advanced training,
- strategy for European affairs training and upgrading professional skills.
Human Resources Management
Human Resources Management is one of the essential elements of the public administration reform in terms of conscious, planned, systematic and rational human resources management. Its active implementation is founded on the Civil Servants Act (Zakon o javnih uslužbencih) which, within the public administration, establishes a civil servants system based on the selection under criteria of professional competence and stimulation of an above-average work effectiveness.
Targeted and Advanced Training
Targeted and advanced training for achieving professional competence of the personnel, imperative for the integration of Slovenia into the European Union, and training for administrative managers as well as for the provision of customer services have been primarily carried out by the Administration Academy employing 23 in-house and more than 250 contracting trainers. |
