Salary System in the Public Sector
Salary System in the Public Sector Act regulates the salary system for functionaries and civil servants in the public sector, rules for the determination, calculation and payment of salaries and the rules determining the amount of funds for salaries. The Act also determines the procedure for adjusting ratios between salary groups and subgroups in the public sector. The Act sets out a common basis for the salary system in the public sector, namely the implementation of the principle of equal pay for work in comparable jobs, titles and functions with a view to ensure the transparency of the salary system as well as salary incentives.
Methodology
Benchmark posts and titles have been selected so as to enable the comparison within and between salary groups. They are evaluated using the common methodology in accordance with the following criteria:
- level of difficulty of work tasks or the conditions for acquiring the title,
- level of competence (required professional qualifications, additional skills and experience),
- responsibility and powers,
- physical and mental strains involved and
- environmental impact.
