The Better regulation agenda as a part of the Lisbon strategy was set out to improve regulatory environment in all Member States and of course in all the institutions of the European Union. Clearer, simpler and more understandable regulation is the key for more effective business and more satisfied customers/citizens.
Impact assessment Impact assessments help to form and develop politics. They define and evaluate problems and goals, identify the main possibilities for the achievement of those goals and analyse the influence of politics on the economic, environmental and social field. They also emphasize advantages and weaknesses of each option.
Consultation of interested parties The intention of consultation with the interested parties is to assure their adequate inclusion in the policy preparation procedure at an early stage of the policy preparation. It contributes to a better quality of the policy as well as to closer cooperation of the interested parties and the public as a whole. It is also an important activity within better regulation initiative.
Simplification The main goal of simplification is to assure benefits for market operators and citizens and to enhance the competitiveness of national economy. It is intended for innovation stimulation, reduction of administrative burden, promotion of flexible legislative approaches and changes in the legislative culture. Simplification procedures consist of the following methods: annulment, codification repeal, transformation of legislation on the base of completion and codification of the individual act (recasting) and replacement of directives with regulations.
Reduction of administrative burdens Administrative costs are the costs, which derive from the obligations of enterprises or a private persons related to reporting.

1. DBR CONFERENCE
Conference of directors and experts for Better regulation in the European Union was held on 25 and 26 October 2007 in Brdo at Kranj.
The first informal event within the framework of the Slovenian presidency of the EU ''Directors and experts of better regulation (DEBR)'' took place on 25th-26th October in Brdo at Kranj. The main focus of the conference was the preparation of better regulation and the participation of the interested public in the simplification of the legislative environment, and the reduction of administrative burdens in EU legislation.
The opening address was given by the minister of Public Administration Mr. Gregor Virant, Ph. D

2. Reports and articals published in magazines, presented on conferences and symposiums etc.
Slovenia has been awarded the ePractice.eu Good Practice label for 2007, based on the recommendation from the 2007 European eGovernment Awards consortium, for the project for reduction of administrative burdens with a new information system which has been fully implemented since 3 January 2006.
The project is completely in line with Council conclusions of March 2007 about the reduction of administrative burden for 25% and with the Action programme for Reducing Administrative Burdens in the European Union COM(2007)23.
