The High-Level Conference on Digitalization and E-Government in Vienna on the challenges and opportunities of the Single Digital Market and good practices

The State Secretary at the Ministry of Public Administration Mr Leon Behin attended the High-Level Conference on Digitalization and E-Government with is colleagues from the ministry. The conference (in Vienna) was organised as part of the Austrian Presidency to the EU Council.

State Secretary Behin presented Slovenia’s views at the High-Level panel where the challenges and opportunities of the EU Single Digital Market (SDM) were discussed.
He stressed the four areas that are necessary for the completion of the SDM: strengthening trust in institutions, smart decision-making based on big data synchronous policy-making with active exchange of good practices between Member States and the development of digital skills.


“We need to improve trust in the state and EU institutions by opening data and enhancing cross-border implementation of electronic services. Slovenia, with its advances legislation on access to public sector data and Open Data Portal (OPSI), can serve as an example to the rest of Europe.”


The development and use of digital skills to create new digital solutions and efficient use of services by citizens are crucial in creating SDM in Europe. Slovenia is leading in the field of open source education.


Later on the representatives of the Ministry of Public Administration presented an excellent Slovenian solution – the core of electronic procedures in the “once only principle” presented by Alenka Žužek Nemec and experience from the use of big data for efficient management of employees in public administration, presented by Karmen Kern Pipan
