PUBLIC SECTOR INSPECTORATE

 

The Inspectorate is a body under the responsibility of the Ministry of Public Administration of the Republic of Slovenia. The Inspectorate incorporates two inspection services, i. e., the Administrative Inspection and Inspection of the Civil Service System.

MISSION AND VISION OF INSPECTORATE

 

Mission

Our primary mission is to monitor the the implementation and enforcement of regulations in the field of employment relations of civil servants, law regulating general administrative procedure and other laws governing administrative operations as well as the law governing access to information of a public character. With transparent and preventive activities, with education of civil servants, with helping the clients during the proceedings and cooperation with the drafters of the regulations we contribute to a better and effective public sector.

 

Vision

Our vision is to become one the best public institutions according to our effectiveness, efficiency and quality of work. This will be achived through a clear definition and constant improvement of our business processes and with the development of the affiliation of inspectors and investments in their skills.


The Inspectorate carries out inspection supervision covering the implementation of:

• legal provisions and general acts applying to the employment relations of civil servants;
• the law regulating general administrative procedure and other laws governing administrative procedures;
• regulations governing administrative operations, and
• the law regulating access to information of a public nature.

Main tasks performed by the Inspectorate:

Inspectorate for public sector perform the duties of inspection over the implementation of regulations and general acts in the field of employment relations of civil servants and tasks of inspection over the implementation of the Law on general administrative procedure act and other laws governing administrative procedures, the implementation of the Decree on administrative operations and the implementation of the Law on access to public information.

The Inspectorate performs supervision of general acts and regulations applying to the employment relations of civil servants and covers:

• conformity of the acts on classification with laws and implementing regulations;
• conformity of general acts in the field of the civil service system with laws and implementing regulations;
• legality and regularity of providing central personnel records with relevant data, and the keeping of the collection of documents relating to personnel records;
• timeliness and regularity of issuing individual acts;
• legality of contracts of employment;
• compliance of employment with personnel plans and the otherwise legal correctness of employment;
• conduct of open competition procedures;
• legality of acts on appointment to title or position;
• conduct of proceedings for the assessment of working and professional qualities, for promotion and transfer;
• conduct of reorganization procedures;
• conduct of procedures for determining the incompetence of civil servants in performing their work;
• implementation of programmes of education, training and advanced training;
• supervision of wages in public sector.

 

The Inspectorate performs supervision of Public Sector Compensation Act and performs:

• supervision over the accuracy of salaries paid.

 

The Inspectorate performs supervision of general acts and regulations applying to the administrative procedures and covers:

• supervision of public administration bodies, administrative bodies of self-governing local communities and public authority holders in respect of the implementation of the General Administrative Procedure Act and other laws governing administrative procedures;
• Decree on Administrative Operations, and
• Act on the Access to Information of Public Character.
